Vittorio M. Gomez dba The Clover Group LLC came to fruition after an excellent career in the executive branch of Illinois government and in the United States Marine Corps.

Adroit and integrity-driven, Vittorio has gained the knowledge and insight, as a cabinet member to a state constitutional officer and within the Illinois Department of Transportation, to rapidly advance legislative issues and provide hands-on guidance to attain success.

Since 2016, Vittorio has helped clients in industries across the spectrum. Most notably, he directly lobbied the Illinois General Assembly to help pass the Climate and Equitable Jobs Act (CEJA). Hailed as the most transformative energy legislation in the history of the United States, CEJA was signed by Governor Pritzker as it demonstrates a commitment to an Illinois clean energy future by 2050. Additionally, as a telecommunication lobbyist, Vittorio assisted our client AT&T successfully attain measures aimed at expanding provisions in the Public Utilities Act, including open access and expansion of 5G Network.

Dedicated to his craft, Vittorio has forged concrete, bipartisan, working relationships with leadership in each respective chamber and within the myriad of current legislative caucuses. He has lobbied on prominent issues including the Taxpayer Credit Scholarship Program and against the repeal of the Preemptive Rent Control Housing Act. Each bill, with different objectives, was successfully engineered and navigated to client success.

Prior to opening the lobbying and public affairs firm, Vittorio served as Deputy Director at the Illinois Department of Transportation where he helped administer the federally funded DBE Program. Additionally, Vittorio was appointed Deputy Director in the Office of Illinois Comptroller Dan Hynes. To commence his public life, he served as Communications Specialist at the Chicago Public Schools, Office of Language and Cultural Education where he tirelessly wrote and reported on Transitional Bilingual Education, ESL, IB programs, as well as the world/dual language programs. Vittorio has a Bachelor of Arts in Literature from the University of Illinois at Chicago and is an honorably discharged United States Marine Corps veteran.
